Doctor in Sociology from the University of Berkeley, California, and sociologist at the University of Chile. Professor at Stanford University and the Catholic University of Valparaiso. Impeller Transantiago plan and chairman of the state company Empresa Portuaria Valparaíso (EPV) between 2006 and 2010. He currently serves as chairman of the Metro de Valparaíso (Merval) and chairs the Interministerial Presidential Advisory Commission Promovilidad Urbana. He was Minister of Interior and Minister of Transport of Chile.
