PhD in Sociology at the University of Leiden. Professor and researcher at the Universidad Diego Portales, where he chairs the UNESCO Class in Comparative Higher Education Policy. He chaired the National Television Council (Chile), he was member of the National Innovation Council for Competitiveness and the Science Council of National Fund for Scientific and Technological Development (FONDECYT). In 2006 he joined the Presidential Advisory Council for Quality Education and in 2010 he participated the Panel of Experts wich submitted policy recommendations to the Ministry of Education. He is also a former Minister of the General Secretariat of Government of Chile.
